The difference comes in how it is customized in Blogger when compared to WordPress. In exchange for Blogger's sleek and easy-to-use interface, you have to settle for making a lot of customizations via edits to the template.
Most of the customizations I've had to look up, but I managed to figure out how to customize my post URL on my own.
How to Create a Specific Post URL in Blogger:
- Design a post title based on keywords. This means you'll probably want to eliminate "is", "of", "and", "or", "it", etc. Keep them in a semi-understandable fashion since some search engines may show your title like this for awhile. (E.g. Instead of "Tailgating BBQ Summer Fun" you could do "Tailgating, BBQ - Summer Fun!")
- Write your post. You don't want to press "Publish Post" immediately, just to set the title, because you run the risk of search engines listing your post as blank with just a dull title (see #1).
- Publish your post.
- Go back and change the post title to whatever you want. Blogger has already set your link as the original keywords you wanted.
Note: Blogger's post URL length is very, very short. Blogger will only accept about 40 characters total (including spaces, but not punctuation). Try to make the most out of these 40 characters.
I would recommend to write your title as you want to have it, then use a character count tool to determine if it'll work the way you hope it will.
The last thing you'd want is to write an excellent title and have one of your top keywords get cut off (this has happened to me). However, if you need to, you can always copy what you've written, delete your post, and redo it with a corrected title so that you have the URL you want.
